This retention area was designed as a DRY retention area. It has no overflow provision. Water from the Highland Oaks Subdivision and the surrounding topographical area drain to this point. Water actually rises from the ground. Seasonal High Water Level (as documented on the site survey) is over six (6) feet below the BOTTOM of the retention area. Efforts to receive help from the Highland Oaks Homeowner's Association, SWFWMD, Polk County BOCC has NOT solved the problem. In fact, the residents and neighbors of the Highland Oaks Homeowner's Association has filed liens against the property in excess of $73,000.00. Attempts made by the Homeowner to protect his house from flooding has been hindered by the agencies that should be offering solutions.
